Bolens lawn tractor rpms up and down?

okay. i cleaned the carb yesterday and got my tractor finally running. however, now its running for a few seconds, and then bogging down, then it catches back up and runs good, then boggs down again....the whole time white smoke coming out of the exhaust

Did it smoke before you cleaned the carburetor? The problem is still in the carburetor. It needs to be taken apart, soaked in a quality parts cleaner, blown out with compressed air, all passages checked for blockage and put together with a rebuild kit.
